    Start->Run->"gpedit.msc""
    -Computer Configuration
    -Administrative Templates
    -Windows Components
    -Windows Messenger

    Here you can enable
    "Do not allow Windows Messenger to be run"
    and
    "Do not automatically start Windows Messenger initially"

    With the new Windows Live Messenger being the dominate between the two, I still find it odd that Microsoft still includes Windows Messenger in their software!

    Yep, both. For Windows it's executed from "Run" command.

    For Vista, just type "gpedit.msc" in the "Start Search" box, double click on the item when it is populated in results, and open the folders according to the list in russoeternal's first post.

    Here's a screen shot from Vista.
    As you can see, Windows Messanger is showing "Not configured" on my system. I haven't had to deal with it at all. Never had it show up.
